Background of the study
Maintaining linguistic heritage is a complex task, particularly for languages that face pressure from dominant global languages. In Kano, the Hausa language, with its rich cultural history, confronts numerous challenges in the wake of modernizing influences and policy shifts. Language policies intended to protect and promote Hausa heritage are met with obstacles ranging from insufficient funding to bureaucratic inefficiencies (Muhammed, 2023). The interplay between cultural identity and language policy is at the heart of this study, which examines how contemporary policy measures have attempted to safeguard Hausa traditions and linguistic practices. The investigation situates the Hausa language within historical and sociopolitical contexts, reflecting on both the successes of preservation initiatives and the persistent challenges arising from globalization and internal policy conflicts (Aminu, 2024). By analyzing policy documents, educational practices, and community responses, the study provides a comprehensive overview of the factors that influence the maintenance of Hausa language heritage. It underscores the importance of coordinated policy efforts that involve educators, cultural custodians, and policymakers in ensuring that Hausa continues to thrive amidst modern challenges (Muhammed, 2023).

Statement of the problem
Despite various policy measures aimed at preserving Hausa language heritage in Kano, significant challenges persist. Inconsistencies in policy implementation, limited resource allocation, and conflicting interests among stakeholders have impeded the effectiveness of preservation initiatives (Aminu, 2024). These challenges result in the gradual erosion of traditional linguistic practices and cultural identity, as modern influences overshadow indigenous values (Muhammed, 2023). Furthermore, inadequate monitoring and evaluation mechanisms have made it difficult to gauge the success of existing policies, leading to a gap between policy objectives and tangible outcomes. This study seeks to critically assess these challenges and identify actionable strategies to reinforce policy measures that effectively maintain Hausa language heritage in Kano.

Objectives of the study:

  1. To assess the challenges faced in implementing language policies for Hausa heritage preservation.
  2. To evaluate the effectiveness of current policies in maintaining Hausa linguistic practices.
  3. To recommend strategic interventions to overcome identified challenges.

Research questions:

  1. What challenges impede the effective implementation of language policies for Hausa heritage in Kano?
  2. How effective are current policies in preserving Hausa linguistic practices?
  3. What strategies can enhance the maintenance of Hausa language heritage?

Significance of the study
This study is significant as it critically examines the challenges inherent in preserving Hausa language heritage through policy interventions. The findings will provide insights for policymakers, educators, and cultural advocates seeking to fortify indigenous language preservation efforts. By identifying key obstacles and recommending targeted strategies, the research aims to contribute to more effective policy frameworks that ensure the continuity of Hausa cultural identity and linguistic practices (Aminu, 2024).

Scope and limitations of the study:
This study is limited to the assessment of language policy challenges affecting the maintenance of Hausa language heritage in Kano. It focuses solely on formal policy initiatives and does not consider informal cultural practices.

Definitions of terms:

  • Heritage: The cultural legacy and traditional practices associated with a language.
  • Language policy: Official measures and guidelines aimed at managing language use.
  • Preservation: The process of maintaining and protecting linguistic and cultural identity.
